How many 1000 watt ballast can one run safely off of a 200 amp breaker box?

Title pretty much sums it up, just wondering how many ballasts can be safely run off of 200 amp electrical?

200A @ 240V = 48KW, the 80% rule = 0.8 x 48000 = 384000 Watts, I would run 36 x 1000 Watt ballasts to be safe and ad a PLC and contactors to time delay 2 or 4 ballasts at a time to turn on, and 36 is pushing the 80% limit, 32 ballasts is what I would be what I would use. Is it a single or three-phase service.
