I am planning to top dress with 1/8 cup of the dr earth flower girl dry fertilizer per plant in 3 gallon fabric pot. How long does it take for the dry fertilizer to start working on the plants? I have some deficiencies I want to work on with the plants that are on day 47 for it on there.

I guess you will be watering in this fertiliser. The water soluble components will act immediately. The acid soluble components will take some time ... chemical reactions required, right?
pH of your growing medium will effect mineral uptake. This needs to be in the range (6.5) before you begin working on 'deficiencies'.

One year in Davis I had a tomato plant in a plastic container of mostly pine bark. The large plastic container cooked in the sun and the plant grew and lived but was not something to write home about. Compost tea and shelf organic granulated fertilizer did not seem to help the plant much. Creating or harvesting quality compost ingredients takes time and energy. A 30 gal smart pot with worms from outside, or better yet a sizeable compost heap outside will grow healthier plants. Smaller sized containers are less friendly for living soil, 20-30 gallon or more, growing in 1-2 gal of finished compost sounds challenging. Coco coir has no fertilizer zero it is a kind of hydro medium that itself is organic plant material. You can try but I don't think you are doing yourself any favors asking plants to grow in coco coir with those few dry ingredients. Likely to have better results planting them straight in the ground outside or a soil mix from a local supplier.
