Hooking up 240 to reduce amp draw

What I have done in the past, is to use a small 120V->240V step up transformer with a 60amp sub-panel with new breakers mounted on plywood. creates some heat.

I will get those pics up tonight. I do have water heater timers set up at each 240 outlet. It will be better to understand what I'm talking about when up load the pics because I don't know enough to explain it well. I only use the plastic timers for my fans. Is it ok to use them for those purposes?
 
you may have a spike that the timer and relay cannot handle at the same time.may have to use a capacitor to slow the draw to the ballast as it spikes at startup.
