I ran 2 1k in that space pretty much wall to wall plants, just 1 corner with a fan, and one corner for an ac during summer. 24 plants lst'd to keep a short even canopy.

...is a 6" extractor fan enough with passive intake enough or overkill?
Mmmh....I agree, but....have you ever used last generation bulbs?.... I mean 400v EL or DE? It's not the same..

With more light you will probably get more bud, but you can still grow a lot with 2 x 400w. Personally I use 2 x 600w for 1,3x3m, and getting just around 1 gpw. Maybe try to check out the foot print of adjust a wings ore something similar.
A quick calculation of my room gives me 30 ish w/sq feet. I don’t like square grow rooms with adjust a wings, due to the recommended footprint being rectangular. Is 2x2 m the whole space you have available or is just for the plants? On the long run I think some work space will be appreciated if the 2x2 m is all you got.
About heat this all depends on the environment you a located in and how many watts you are using. I use a basement with a generally low temp(10-20 degrees with no grow in it) and lives in Northern Europe. I use an 800 m^3/hour 5 inch duct exhaust and I think this is an absolute minimum. Besides the bulbs I use a small dehumidifier using 240w, and 2 to 3 40w ventilators for air circulation. In my room I have to identical homemade tents(a total of 4 x 600w bulbs, 2 dehumidifiers and 5-6 ventilators). For this I have en active intake of 200-300 m^3/hour(an old random one I used back in the days so don’t know the exact number, but its small). The intake is from outside and into the room. From the room into the tents it’s all passive.
I'm no growing Good or guru just trying jo keep it simple and fairly cheap - not to much gear and no snake oil ferts/additives.
