Cologne (Koln) isn't too far from Holland. The downtown area has a couple of museums and a cathedral which are awesome - the art museum (Stadtmuseum) was one of my favorite haunts when I lived there.
There are a lot of museums scattered all over the place. Some of the small local museums can be a lot of fun because they have "real everyday" type stuff on display that the larger museums just don't have room for.
One of my favorite memories of Holland was when my Mom & I stopped in a little town to take pictures of a windmill that was running. As we were walking around, the owner came out and offered us a tour - it was actually a working grain mill. He took us from the bottom level all the way up to the top, explaining and showing how the whole system worked (from turning & angling the blades to get the best wind to the operation of the grain mill). It was absolutely fascinating. That was over 20 years ago and I still remember how interesting it was.
People in Holland are very friendly and many (if not most) speak English.
Your friend's description of the French is pretty accurate; I only went to France once and that was enough.
The Germans are nice but they take some getting used to in order to understand their ways - they are very businesslike and brusque; many Americans think they are rude until they have been around long enough to learn the difference in cultures.
I truly enjoyed my trips to Sweden, though I'll not repeat the New Year's trip! -20 degrees Fahrenheit and only about 2 hours of sun a day was an experience, but once was enough (on top of that, we got hit with one of the worst blizzards of last century while up there and didn't get back home until about 3 days late because all the train tracks were frozen over and closed).
Someday I've got to get back for a visit. I've been back in the U.S. for 11-1/2 years now and I really miss Europe. Who knows - maybe I'll hit the 420 Cup one of these years.
