Following Portugal’s model, Hawai`i could become the first state in the U.S. to decriminalize all drugs — including cocaine and even heroin.

As long as they dont put any new laws on the books they'll be doing OK. The moment they start adding laws it's game over for Hawai'i as they've fallen into the trap set by corporate/political interests.
