Oh, I just realized you were quoting effective radiated power. That's different and pretty theoretical. Total radiated power is a true measure of power output. Not to mention at an operational level the ERP would be closer to 1gw, which still doesn't mean much to me. Instead of comparing it to an AM radio transmitter (lol), let's compare it to a lightning storm.
The most capable HF transmitters currently operating are located in Russia and Norway and have effective radiated powers (ERP) of roughly one billion watts (1 gigawatt). One gigawatt of ERP represents an important threshold power level, allowing significant radio wave generation and analysis of key ionospheric phenomena. The HAARP facility is designed to have an ERP above one gigawatt. This would elevate the United States to owning and operating the world's most capable ionospheric research instrument.
The facility officially began full operations in its final 3.6 MW transmitter power completed status in the summer of 2007, yielding an effective radiated power (ERP) of 5.1 Gigawatts or 97.1 dBW at maximum output. However, the site typically operates at a fraction of that value due to the lower antenna gain exhibited at standard operational frequencies.

Again nobody is disputing whether or not HAARP is real. What's in dispute is the notion that it's a weather weapon that we are using on our own people. If we had such a weapon and wanted to test it why not test it on Venezuala and Chavez of on Cuba and Castro where you could kill two birds with one stone and it not look all that unusual? I'd say test it on Iran but a hurricane hitting Iran with any real destructive force would be unlikely and therefore inclined to draw suspicion.
