I hope the 4in vortex fan is enough to maintain the heat without too much noise.

That Vortex screams like a banshee with a megaphone set to 11. I'm talking Saturn V at liftoff loud. If placed in a locked room where no one is ever allowed to enter, they can be tamed to keep the noise in that room. If the grow is in any kind of common area visitors will know the second they enter the room and demand to know what it is.

Look into Great Inline Fans (S&P) and Panasonic Whisper Fan Carbon Scrubber Tutorial: Quietest most efficient fan ever! FAR more quiet than any centrifugals, they'll still need some form of cover noise or a visible patsy (like my freezer by example)

Can't speak personally of the Panasonic but, I can say the S&P does NOT suck like a Vortex and so consider getting the model 1 up from what you "need."

yeah I like the 6" with a cheap fan speed controller too, and this

I'd say go with a 400w CMH and a 4" vortex. I got pretty much the same cab, and so far the results aren't too bad.
