I would say its most likely that heat stress is absolutely your problem...you stated your temps getting high at times, but not only that, you mentioned how your 400 was nearly touching, and/or as close as possible...that means they were most likely exposed to even higher temps than you recorded...I have an overkill fan on my cooltube with a 600 hps, and even though it does a good job of moving the heat out of the cooltube itself, there's always some extra radiant heat that seams to just radiant from the light...plus infrared rays are heat rays...i would maybe back that light off to like 10 or 12 inches, make sure all the lower shadow popcorn bud is taken off (train appropriately for a 400), and possibly even add a 600 to that bad boy for 1000W...you could even run mix spectrum
