Tone - I had a thought... I would suspect that its very likely that the local water authority could have upped the amount of chloromine and or chlorine significantly to combat bacterial growth in the water pipe infrastructure. You can check their website and shoot them an email asking them for a breakdown of the water post incident... If they were telling people NOT to drink the water it was probably due to something they added to kill the bacterial infestation...
Perhaps they upped the level of chloromine (which is considered a more effective disinfectant than chlorine). Chloromine cannot be removed from the water by allowing it to sit. You need to add a water conditioner... Have you tried this?
The federal limit is 4 ppm..
Maybe they've approached a threshold level that are fucking your ladies up?
