You can't. Like Unc said it's not a cash crop. Rec is expensive enough (unless you go to the chemmed out shops) and they can barely afford to keep their businesses alive as it is. They don't grow something that yields 1/5th of most other genetics. I found it in a few med shops, but only the expensive ones. If you are rec your are a cash cropper plain and simple. Good luck.
