They look decent. Now what are ya gonna feed em when you flower? That FF wont last forever by itself for a flower cycle. I'd go for something one part and easy like maxi or vb if i was you for your flower. They will be wanng some calcium before too long. One benefit you are gonna have is stocky growth from vegging under hps, you kinda see already.
Are these female clones or fem beans or unsexed regs?
let the soil aggressively dry, so many are so worried about watering, they end up killing their plants through drowning!
Over time you will come to tell by how much the pot weighs when they need water or not, sounds stupid but for veg I have found nothing better than lawn food, straight 10-0-0 and even then I use a stupidly small amount while theyre not even over a foot.

Tony has been giving you some killer advice/tips. To go along with that, you can achieve the same effect as topping, by lst'ing (low stress training).
To do that, simply bend the top of the plant down, and tie it in place with a piece of string/rope. The top of the plant should be facing the ground or running parallel with it, if done correctly.
The benefit to this is getting a plant that grows like it's been topped, without having to cut anything off from the plant. Here's a pic to illustrate what I mean. The pic is from an internet search, not my pic. Just wanted to use it, so you have a visual of what I'm describing.
When I started we also just had the one 400W HPS and grew all the way from seed to harvest with it.
It works, it is fine, you will do fine.
That being said, we also made the discovery back then that a few simple fluorescent light tubes with a spectrum of ~6500K (blue/true white light) are cheap as fuck and have amazing results for the vegetative phase.
I had a feeling that my plants grew "stretchy" under the HPS.
With the fluorescents they became more bushy, shorter space between nodes, overall much better structure.
I think fluorsecent lights for vegging are one of the best cost/effect investments a grower can make. Ofc, a MH would further optimize the vegetative phase.
Thing is:
- With fluorescents, they create very little heat. So if you had a separate area you could dedicate to vegetative growth, throwing a couple of fluorescents in there would be dirt cheap and have great results.
- With the MH/CMH you could swap out the light in your main tent and just run the MH throughout vegetative phase and swap it out for the HPS for flowering. You would have to change the lights everytime though ...
The second best investment in terms of cost/effect, I found, is to dedicate a seperate area to the vegetative growth phase
So do your thang for your first grow, don't fret, you will have nice results.
For your next and future grows, do give serious consideration to a seperate vegging area. I read you already have a used MH with ballast etc.

The thing is with the MH, you might well need to provide your veg-area with its own ventilation to control temperatures. I never grew with MH but I read they get even hotter than HPS bulbs?
Either way, way hotter than fluorescents.
But the results for your plants in terms of growth and structure and speed should ofc be much better with the MH than with the fluorescents. But you might your own temperature control then (i.e. ventilation).
