Well, I left the jugs of water open for over 24 hours to let the chlorine evaporate. It'd piss me off if that was it because I bought spring water from the store.

The runt remains, two more cali's seeded yesterday

I don't think that'll do it. I'm pretty sure you have to bubble it to get more surface area exposed to the air.
