Finnish cannabis law

Hello there!

I am seeking information on the Finnish cannabis laws regarding growing, possessing and consuming cannabis. I have a friend there which I like to help setup an outdoor grow as soon as possible.

Please share with me.

Well what can i say.
Cannabis is illegal in Finland in ewery way. Growing,holding and smoking are not allowed by Finnish laws.:peek:

Yep, it's all illegal, but the sentences for small amounts or small grows aren't too bad either :)
Just have your shit well hidden and don't get caught with stupid stuff like smell of drying weed and u'r pal will be fine.

Well there are cannabis prescriptions legally in Finland. Tho there are only few. Plus the cannabis has to be bought through Finnish pharmacy and the product is dutch called Bedrocan. Prescription is pretty hard to get. Otherwise encounter with police is asking for trouble.

Smoking weed publicly (Helsinki) is about 10 daily fines and if you are unemployed its usually around 60€. If you are lucky you might cope with warning. However it will usually lead to your home being raided. There is this law "lex kukkaruukku" which literally lets police raid your home if you are even carrying nutes and there's not much you can do to stop police from doing what ever comes to mind.

Yep, it means a flower pot.

So, if you own a flower pot and maybe even some soil for it, Finnish police can consider it as an attempt to produce dangerous drugs! :laughing:

"1. Consumption and possession
Drug laws were changed in Finland a couple of years ago. A new separate category of "drug use crime" was created. Previously there was only "drug crime", which applied to use, possession and trafficking. Through the reform of penalties for drug offences in 2001, the police was empowered to impose fines on drug users. While it became commonplace to fine drug users, there was simultaneously a considerable decrease in decisions to wave prosecution. Presently a minor fine is ordinarily imposed for the use of drugs, through a summary penal order proceeding. In the Finnish legal system, the possibility to have a summary penal order examined by a court largely serves as a legal guarantee for the suspect wishes to make use of this possibility. In practice, this possibility is very seldom used. In 2006 the first Finnish patient received legal cannabis from pharmacy. In 2008 it was stated in the law that cannabis can be prescribed as medicine for patients. It is restricted only for cases where normally used medication hasn’t worked. Compared to otherwise strict drug policy in Finland, the medical use of cannabis has been approved surprisingly easily. Some very high profile people have endorsed it in public. But there is still resistance against it among civil servants in the health care sector. It is also difficult to find doctors to write prescriptions, and at the end of 2009 less than 20 patients can receive legal cannabis from pharmacy.
2. Cultivation
This is one of the real drawbacks with the new law. Even small-scale cultivation of cannabis qualifies as "production", which is automatically considered more serious than personal use. We have tried to point out that this actually favours the illegal drugs trade by providing a disincentive for users to grow their own.
3. Distribution
Criminalised - those convicted of small-scale dealing might get off with a fine, but prison sentences are frequent when large amounts are involved.
4. Provision of seeds, tools to produce and consume cannabis etc.
Possession and/or sale of seeds is not criminalised, and head shops seem to operate without any problems. Sale of pipes and rolling papers (intended for use with tobacco) are restricted to those 18 and over."

Some update for the topic, sry my bad english. :)

1. Consumption and possession

Consumption and possession of small amounts (1-5g) gets you a 10 unit fine which is 6€ per unit if you´re unemployed or a student. With a 2000€ netto monthly income 6€ can rise up to 30€. In a situation where you're only carrying a one joint, you might get only a warning. Possession even a small amount affects a raid in 95% of cases to the adress you are living at.

2. Cultivation

This is very intresting in Finland. Highest court has given an order to the minor courts that every plant, cutting or a big bush, is considered a 25g producing plant. For under 1000g cultivations, you'll get a fine varying 40-80 day units, which again with 2000€ income, makes it ~2300€ fine max.

Over 1000g OR if there has been selling to minors, it´s considered as a severe felony, which leads a 1day-30day pretrial detention, and 1,5-6months probation.

Bigger amounts like 2-3kg+ will lead to jail sentence of few years.

Funny thing i read on the newspaper few months ago, a man was caught with 1,5kg hash and weed, and without evidence, claimed it was only for his personal use and got 2000€ fine. :D

3. Distribution

Nothing more to say, but be VERY careful with NOT selling to minors, cause if caught, you'll get atleast few days at concrete hotel and months of probation.

4. Provision of seeds, tools to produce and consume cannabis etc.

There's actually no headshops in Finland, only tobaccostores which sell bongs and stuff and cultivation equipment shops. You can't buy thc-plant cannabis seeds (only food ones) from any shop, you have to order them from outside country, or ask a fellow grower i he has any. Customs are aware of seed envelopes, and if caught, they might check the adress and inform your local police to raid your home for more cannabis-related things. But that's not happening very often, and cause seeds are legal, they can´t stop your packet in the customs.
