In Colorado it does. It is written into the Amendment 20. The most protected person in Colorado is the patient. That is the same reason why DOCS will snub their nose at DEA for them trying to get patient records. So yeah. It does have to do with HIPPA. They cant violate that. They are bound by the same laws.
