Depends on how well they filter. The cheap ones are like 2 or 3 bucks. The 4" thick HEPA ones are $25-$30ish. There are also many different filters in between. If I were you, I might try a 1" thick allergen filter (generally $15ish) they are much better than the cheap ones, and I found them to be a good combination of filtration without the reduction in airflow caused by a 4" HEPA filter.

One caveat, If you have high relative humidity you might want to use a HEPA to keep more mold and fungus spores out. But even with HEPA filtration, it's difficult to keep every single spore out of your grow if you're intaking outside air, so I'd reccomend keeping your RH down anyway.

they have filters on ebay for air intakes on cars, just find a cheap japanese or chinese intake filter- similar to a k&n filter- just get one for a model that has the same size tubing as your duct.
to seal holes in the cabinet where cords or anything else goes thru it, use great stuff, its a crack filler available at lowe's or home depot, or builder supply stores.
