I also agree with the defective timer but it wouldn't hurt to put a multimeter on the circuit and make sure shit is wired right and check for loose wires.

Oh....and buy a decent timer man...you aren't growing daisies here! Invest in success my man.

in my experience fans are quite a thing for timers to handle. i've had a quality fan simply not do anything when it was supposed to switch on or off - it was "on" all the time. the timer was ok tho, it was just the phase of the fan. wired it differently and it worked.
right now i'm having kind of the same problems as your problem:all 3 timers i tested fail to switch my 150hps. they are all rated for 3500 watts and work with much stronger lights, just not the hps. guess it's the wiring again, as i had the same setup, just wired differently, running ok before.

For some reason through the years I've noticed the plug-in timers often go bad when under a flourescent lighting load,I dont really understand why as the load itself is usually very small ampwise,I've just definately noticed this especially on OG.Much more trouble with flo's than with HID's when it comes to plug in timers for some reason that eludes me.The best timers for any lighting load but it takes a small bit of witing are the intermatic "hot water style" timers,they work for years and years for 120 or 240V.The WH40 "little gray box" hot water heater timer is the best thing going for 240V lighting loads.I've had 3K on the same timer for over 5 years now with little wear on the contacts,thats not gonna happen too often with plug-ins under high load
