Citizens in Colorado and Washington overwhelmingly voted to legalize, regulate and tax marijuana in similar fashion as the more hazardous substance, alcohol, is already legalized, regulated and taxed. We request the president support a federal law requiring the federal government to protect - rather than undermine or overturn - these state laws and similar laws that other states pass in the future. Specifically, we request the president to support a pending congressional proposal that would amend the federal pre-emption section of the Controlled Substances Act (section 903) to exempt from the act any state provisions "relating to marijuana."

^ I'm loving it, the extra time is great to help get my shit together and get moved out there and in position. Keep in mind they still have to argue and draft up a regulatory framework to put this initiative in effect, and that takes time.

Saw on the news earlier a timeline for 64 saying it's expected to go into effect in January of 2014. WTF????....Bastards!!!
Is there anything that can be done about this? Any other change or ammendment to the current laws of this state would certainly go into effect this January. Democracy....yea right! Maybe it's time for a smoke out on the capitol steps, ya know a little friendly demonstration.
Preference will be given to MMC's already in existence. Sure there may be spots opening in some counties, but don't count on it. Probably be a fraction of the # of dispensaries to start.
The personal possession, cultivation, etc. start as soon as Gov Hikenlooper certifies the vote, adding the amendment to the constitution - this must happen by Jan 4 (within 45 days of the election). He has no choice as to whether or not to certify, but he'll be waiting as long as possible for guidance from the Feds. (On that note, he had a conference call with AG Suthers and AG Holder on Friday, but reports say it was only 13 min long and give no details. [in parallel, the gov of Washington is scheduled to meet with AG Holder regarding I-502 next week I think. I'm bettin the Feds are gonna get their policy together by then and tell us the same shit]). The Jan 2014 date is what gives them the time to develop the tax & licensing schemes (though it seems that due to the Taxpayer's bill of rights aka TABOR law, any taxes will have to be put directly on the ballot next November).
I'm betting Obeezy's gonna leave the crackdown for the next president - this term's his chance to make his mark on history, and he's probably shooting for something other than continuing the failed drug war against the clear will if votes. That said, there are a few options for federal pressure in a few different departments, and my guess is someone's gonna go rogue.
Good news is Denver Metro Drug Task Force disbanded the day after the election due to "lack of funding".
Also, Washington the prosecutors have pardoned 225 misdemeanor marijuana defendants - it doesn't set any precedent per se, but it does indicate that at least in some places, Babylon will abide.
