Code enforcement is basically the city inspector. They drive by construction and make sure the permit is posted, inspects construction to make sure it's in code etc............

Also, when you go to retail hydro stores, try to park against a wall or a lamppost to
effectively obscure your license plate, because cops love to run license plates....not
to increase anyone's paranoia any further....
