Eventually they'll be able to spot them from satellites but I doubt they're doing it right now. There is software right now that will read a satellite image and compare it to a previous photo for what has changed. All automated, and the operator gets a nice list of what has changed.
If its still illegal in 20 years, it could be a matter of the local police getting a message from the "all seeing eye" with an address, how many plants are growing, exactly where, etc...
The consumer version of images is about 1 meter per pixel, so an individual plant wouldn't be seen, but I'm sure the government isn't using 1 meter resolution.
