Can changing Other Laws Give the Chance to Advance Cannabis Laws?

I have been battling something out in my mind for months now.

Here in Pueblo Colorado we are facing ordinances to make us register home personal medical grows. Doesn't that completely violate HIPA laws? Everything i read says so. But you can't argue the point untill they arrest you. Crazy...

Every large city is seeing this because their local police department is pushing city councils and mayors. Maybe it is time to remind the police that the people do have a voice? Since direct challenges have all failed maybe create a niche to work with later?

I posted this in another thread;

Hey, a few on here seem to know a lot about some of the higher legal workings that i have never messed with. How does one sit and write a law that matches Colorado's formats or procedures? Then were do i go to start getting petitions together to get that potential law entered into a Ballot Initiative and stuff?
I watched it a little but have never really paid attention so i am lost.
I want to put together a law that basically says that a cop handcuffing a wounded person is a deliberate act of reckless endangerment and maybe add assault with a deadly weapon for very grievous acts. I have seen (on news feeds) 3 people get shot by the police then they swarm the person and almost beat them as they cuff them over last 2 weeks. Two of those people died when they probably would have lived if the cops hadn't been pulling them around, dragging them, and even kicking them when they were already on the ground and giving almost no resistance...the resistance i saw was fear reaction from the pain.
I use to volunteer for the San Isabelle search and rescue. One day we were bringing a guy down on a back-board when a State Patrol pig (that is being very nice to this thing) came up the trail from the base area and proceeded to try to pull the guy's arms out of the straps as he grabs his cuffs. I pushed the pig back and yelled WTF do think you are doing. He says he has a warrant for him. So what??? The only place this guy is going is to the hospital. Some of the others start joining in on jumping this POS. He actually did arrest me for interfering...As soon as i hit the Sheriff's Departments intake he got the riot act handed to him. One of the intake officers was on our team the other her husband was and that POS brought me in still wearing most of my gear.
I found out later that our rescue had slipped 2 vertebra and the disk had enveloped a nerve. They said that he would have been paraplegic if not for us taking such care while loading him and moving him. We almost crawled down that mountain.
This made me so mad. They wouldn't charge the POS with false arrest or even give him a reprimand for possible suspension. I was beyond livid. The charges against me were dropped by recommendation of the Sheriff and Under-Sheriff. I decide that i wanted nothing to do with any of them. I quit the team and changed my major from EMT to Clinical Med. Tech.. I never went back.
I had my arm dislocated once and this pig decided he wanted cuff me. I felt the tearing when he did it. I was only trying to help hold down a crazy drunk till the cops could get there. I fell off the porch area and dislocated my arm. The pig shows up and just starts cuffing me despite every-one telling him he has the wrong person. Since he didn't charge me i couldn't get any lawyers to push it.
So i hope you see why i am wanting this so bad. And one win might open up the doors to another against blue mafia.
In the end this gives the local Colorado communities a chance to push back. While they are scrambling to address this they might not see another coming up the line about Cannabis???

I know i am grasping at straws but i think it will give the future a much better chance to push back and succeed.

That is one of the three i mentioned...ALL three were unarmed.

Watch the video of the shooting put out by MSN. It is a body cam of a pig that had had his gun drawn before even reaching the scene in is bravado to maybe get a chance to shoot some-one. Think my call is wrong. Set the video so that you can advance one screen at a time through his second shot at the car. See any problems with him pulling the trigger. I can find at least 3, 5 if i am given lea-way. He barely missed the cop on the other side of the street by inches.

But the police are using the Blue Mafia to force laws and regs...Maybe if i can hand them a piece of their own BS it will sway the other interests.

Pueblo has an upcoming ballot issue to out-law recreational sales in the city...The city council used outsiders to initiate and hide their involvement. Hitting them were they aren't looking could change the status quo. Doing it on the next off election will increase it's odds of success.

This is what Black Lives Matter is all about. I'm thinking you don't have to be black to be a victim. We are all vulnerable. Cops have an important and necessary function but somehow the bad ones must be eliminated.

Well the cop wearing the body cam got the can. Too LITTLE too late. I hear they saw the same thing i did when he almost shot another cop in his zeal. Why was someone this obviously gun-ho allowed to even look at a gun? They need to hang a felony on him just to protect them-selves from this moron snapping and coming back to shoot at the department...But alas the pigs are too dumb to look at possible future consequences caused by their hiding another pig from prosecution.

3 others were suspended because that state does have hand-cuffing regulations that they completely violated, and they were assaulting him well after cuffing too boot.

Colorado does not have anything like that on it's laws...I say it is well past time to have that at the least! This will give us citizens the chance to change the police departments in a small way to help the people and not the richest 1%. Trust me, i day dream of seeing the nation get out of bed one day and every-one head toward their local richest a-holes and slaughter them in the street...That is how i wish we could retest Reganomics. But alas...that just doesn't seem remotely probable anymore. BUT I WISH!

Watching the News tonight i figured out that you are required to have 98,500 signatures...To pass qualifying i guess about 110,000 or so will be needed...I sure can't that many out of Pueblo. This is going to be even harder than i thought.

Takes money, Doc. Do you have text for this proposition?

Honestly, NO. The reason why is because i seriously need to talk with a lawyer to decide which of several ways to approach this. And i need to verify a couple of things i have read elsewhere and can't confirm. Once i have about 7-8 questions answered i think i have a faint idea of how it could be outlined...And then i will need the lawyer again to confirm i got it right.

There are 4 states (or more i haven't found yet) with laws along the same lines. I would try to use those as best i could since they are proven models.

Sounds like a plan, Doc. But you will need to enlist a lot of allies even if you are a multi-millionaire.
