is there some sort of book out there that lays out all the basics of wiring and such? am using an electrician but i'd like to know some basics myself.
Being in the same boat you're in, I don't know my opinion really counts but, here's what I got. An excellent primer in print since 1932. There have been at least 40 revisions. Mine's © 2002 and based of the National Electric Code of the same year. Sounds pretty current to me (pardon the pun)
$10.95 @ Home Depot. I consider it one of my wiser purchases.

It's coverage of what electricity is: volts, amps, watts etc is only a few paragraphs. It's not a book for fixing radios or VCRs. Imagine you were building your own house and wanted to wire it yourself from scratch. It's how to bring electricity to your home or farm, plan and build a service entrance, run wire inside or out, that sort of thing.
Yes you can do that but ya got to make sure you wire it up right. Black to Gold screw----Red to Silver Screw------ground (bare or green wire) to green screw.sounds exactly like what i need. ill give it a read and gauge from there for what i need the electrician for. maybe some of it maybe all of it but id feel better knowing what im paying the guy for.
ill ask here instead of opening a new thread- anyone know if its safe to have your 240v system wired up with a 120v receptacle (*that still supplies 240v power) and then plugging your 240v ballast with a 120v style power cord in? my multitap ballasts all came setup for 240v but they all use 120v style power cords so im assuming its alright but im wanting to make sure.
