They are WiFi's. They can be used for many purposes. One, if you are using a WIFI and your protection is not set up, they will pick you up and track your computer use. Laugh if you want, but an acquantance was the host of a serious knock and talk recently, and installed at the end of his street, less than 300' away was one of these. The LEO's said they were investigating a MJ grow due to their WIFI picking up the signal from the house, and being on a MJ grow site. His wife had unprotected her desktop for some fucked up reason. They had to tear down. He has since investigated into this, and we see these around in various areas. They also have another, it's mobile and is round with an antaenna on a dish. Usually yellow, orange, or a combination of the two. It is powered by a 12 volt battery. They use this one mainly around areas with new construction going in as it blends in with some of the shit they have around. Our lovely Fucked-up government.

Are there any stop lights or RR tracks nearby?

Those blue strobes are signal markers. Basically, whenever an emergency vehicle needs to run a red light or cross over some railroad tracks, they initiate a radio signal beacon on their vehicle. This beacon hits the antenna and starts a process to change the light from red to green. The blue strobe is a way for the emergency personnel to tell whether or not the traffic light is going to change, or has already changed and to let citizens know that the light may change quickly.
