So here's the deal. Milk is mostly water (87%) and diluting further (50/50) you really have a mixture that is basically water with a smidgen of protein, milk sugar (lactose), vitamins and enzymes.
From experience (I know it sounds nuts to spray them a week or even days before harvest) buds treated with bicarbonates in my garden always showed a bit of "damage". You know, that tired, brownish appearance with burnt hairs and blotches on the leaves. Hard to market schwag.
After spraying with a milk/water solution (without going the bicarbonate route), the PM disappeared and the buds appeared to perk up, as if the goodness of the milk (protein, lactose, vitamins, enzymes, etc) resuscitated some life back into them a bit. Not saying they will heal all wounds, but they looked a helluva lot better and showed zero PM after everything was said and done.
Taste, aroma, flavor....I could not detect any negative nuance, and my nose is very, very good at detecting and distinguishing aromas (an infliction I developed as a result of being a connoisseur of fine wines for many decades).

I definitely agree that spraying potassium bicarbonate late in flower will damage buds to a degree
