Brown spot in seedling

Hi,
I seem to have re-occuring issue with germination and seedlings.

brown spot forms somewhere between root and first pair of leaves.

What am I doing wrong / what should I change ? Please advice and thank you for taking time to read.

Longer story:

My best guess is that we are talking about brown rot.

I have tried few germination procedures. in water glass(this technique dropped from list), between paper towels, on hydrated fytocel and fytocel/coco mix, directly to medium (soil), sead pellets (from garden store).

I just encountered this again. Seed was put to a watered pellet. After four days I took the seed out (shake pellet untill seed dropped out). Seed was slightly ajar and I gently pried the seed open. There was a tiny brown spot just below the leaves (where the leaves curl toward root within the seed). I put the seedling back into the pellet. It grew a tiny bit still, the leaves did not open. Bottom leave and top part of stalk is brown and I guess the seedling is dying.
