A day shy of half a year. Should I keep the lights on during rainy days? They are waterproof...

I've done something similar in Washington state. I started my seeds indoors in January; starting in November seems excessive. By late March I sexed and was taking clones from the seedlings. Planted out in the middle of May. Because they're clones from a seedling that's never been flowered they aren't photosensitive like other clones so they aren't going to semi-flower in spring. Had a great year, it worked out perfect.
