Best free photo editor for simple operations? (Windows)

I've been using GIMP and come to notice that it's scaling algorithms suck and make photos look bad.

The built-in Windows Photos app does a much better job. But doesn't have cropping let alone more advanced features.

Any suggestions for a free program well suited for cannaphotography uses? Nothing fanct needed. Just the simple things like cropping, white balance, scaling, rotating, and so on. But they need to work well! And should be easy to use. Raw file support either directly or with a plugin would be nice.

My go to for final processing.

I do process raw files to jpeg in Adobe Elements though but you can work on them in FastStone....

This is actually what I use as the raw plugin for GIMP.

It's very powerful but not the best for simple operations IME.

Tried loads of them and keep comeing back to Fastone.
Works well even on a ten year old laptop running win8.
