Yup. I've cloned flowering plants a bit farther into flower than that and they still rooted. It'll take a bit longer, and it helps if the cuts come from lower down on the plant. And you don't need a node below the surface of the cloning substrate. In fact I normally cut my clones just "above" a node and still get rooting success no problem
