Usually that's a sign of hormones or metals being off.
Hormones can be an expression of too tight of an internodal expression which jumbles the natural order. Also, too many rooting hormones, kelp, alfalfa, super thrive and bloom boosters can cause those symptoms. And space aliens, also, sometimes...
Are these outdoors? Looks like it. Were they moved from outdoors in, and if so what light cycle?
As for the curl have you scoped them? Broads and russets are small. Invisible to human eye till stuff is f@#$ed up.
I had this problem last year. I put plants veging outside for a month into the ground. I think they get stuck with trying to grow into the dirt and trying to flower.
I had the same kind of problem cutting tops on plants in early flower. The side branches just grew randomly fast. Some mutated plants just grow like weeds throwing branches everywhere never really flowering. Like the plant had cancer with weird growth.
Another cause is putting plant in reduced light to sex. I did that to. I brought the plant back out side to veg for a month. Then when I put it into the ground it seemed caught between veg and flower. I chopped the excessive growth till it started flowering. That was a bubba Kush.
My solution this year is to have them in the ground before the solstice. I am not topping either . The drastic change of temperature with cold snow and freezing rain is causing a change in strategy on my part. Longer flowering strains are in pots they can finish inside.
I used to have growth similar to this on the newest leaves when I wasn't checking my PH when watering. I grow in soil and was watering my girls with a nute mix that was PHing in the mid 7's. As soon as I brought that down to 6.5 normal growth appeared again.
