Chlorine in tap water can cause nutrient lockup. Let it sit for a couple days and the chlorine will settle to the bottom. Just don't use that last quart or so.
Never seen a problem from the tap water. I use to bubble teas and bubble my water but got tired of all the work for this old lady so started using it straight from the tap. My outside organic beds get it straight from the hose also.
WretchedBud asked if there was any way to speed up the process. I know a guy who uses the drops to get the chlorine out of water for fish tanks. It takes about maybe a half a teaspoon per five gallons. It's a sodium based product but I noticed when I tried it in a clean white five gallon bucket some little grains, like dirt, appeared in the bottom after adding the dechlorinator. I tried it more than once to see if grains like dirt would appear and they did. Maybe those little grains are the chlorine combined with the chemicals in the additive. The additive combining with the chlorine and making it drop out of the water solution. I'm not sure how to follow up on this. Someone with a lot of experience with a specific strain needs to try it. They could add the additive and not use the bottom of the bucket where the small grains sit. With the right experience they could tell if it worked like dechlorinated water or not. My buddy swears by it for his house plants. Always uses it. So far I just let my water sit for a few days before I use it. It's also not very expensive. Anyone game?
