you don't need much tools to do it, and probably you can rent them if it's better for you.

Think the following are enaugh:
power drill
+drill bits
+screw bits
jigsaw cutter
+jigsaw blades
some clamps
bubble level

Dude, if you have a dryer outlet on the main floor it would be really easy to hardwire a Powerbox or timer to it. Powerbox is expensive and safer. Intermatic makes a mechanical timer which are reliable and less than 100bucks. Either would get you 6k off your dryer outlet.
I would highly recommend that you don't hire a "215" electrician. IMHO, that would just be asking to get robbed. If your getting 200amp into your house...you can find a way to get it into your basement. The dryer outlet is 3 or 4 wires...I'm sure there is a tutorial on how to hardwire this yourself...it aint rocket science. After reading all the crazy shit you're looking to do without having grown a plant...I feel alot safer. Good Luck man.

Glad I can make you feel safer bro;) Electricity is one of my fears, I'm in awe of it's power and do not have a thorough understanding of it. Electrical issues, whether it be with a car or computer, is one of those things I'd usually have a guy deal with so I'm basically clueless when it comes to circuts and wiring and what not...
The main braker is in the basement. I guess I just need to figure out a way to hook it up to the other braker pannel I now have that has 12 outlets on it. Then I will have the entire arry of electricity I need in my 'cave'. I have plenty of time to research this so I'm not going to attempt any wiring until I know what I'm doing. So that means y'all can look forward to some pretty dumb questions in the near future.

So the last place I was at had electric heat...way tooo much of it. Part of the heat was on a 20amp 240v breaker. I shut off the power outside next to the meter...meter was no longer spinning. I can't remember if there was 3 or 4 wires but I unscrewed all of them. Then I screwed the wires off a roll of 12/2 romex in place of the original wires intended for heat. Black to black, green to green etc. The original wires for the heat were wire nutted electrical taped and placed out of the way. On the other end of your new wire sits your powerbox or you have to do the same thing as at the breaker box but instead of the breaker its your mechanical timer. Electricity scares the fuck out of me too...but this is really easy.

I should have read this more carefully, I forgot to get clamps.... Interesting experience with 2x4 and circular saw (on sale way cheaper than jigsaw) with no clamps;) Okay off to home de'pot!

I also plan on having my first 'room' sealed and saving some extra poly to block off the accessories that are out side of the room.

If your room is sealed you may have to have AC. Also a sealed room should have CO2 augmentation. Not trying to complicate things for you.... I know your working on a budget and all.

How will you vent the hoods? Will there be fresh air pumped into your room?

I'm hoping to get away without an a/c during veg and get one when I switch to flower. When I have the central AC off it has gotten up to 98 upstairs but the basement has not gotten above 84. I am really worried that even with air cooled hoods it'll end up having to get an AC asap tho.
I would love to use CO2 since I've seen the difference it has made for other folks. But I'm not considering it a necessity at this run. I *might* try some of those liquids you can mix together that release CO2 if I can figure out what they are and how to do it cheap, lol.
I'm venting with a 8 in Max-Fan pulling air out through a carbon scrubber. I have not yet got a intake fan:( if I can't find another can that I can afford I will just go with one of those simple duct fans even if I have to spange for it because everyone needs fresh air to breathe:)

Hey DarkLotus sorry kinda off topic but I'm looking to rent right now as well. Was it easy to find a rental without a job or is that why you said it took so long?

I myself do have a job but I get paid under the table so I don't have a job "on paper". It's completely legal I only make $15 an hour but I'm just worried about arousing suspicion by not having a job on paper and always paying cash, etc? Should I be worried or should I just dive head in and tell them the truth? Even though it does should a little sketchy I admit.

ffs...

buy equipment used only, some will sell it to you dirt cheap (buy anonymously and via cash only of course)

build a black/white poly room, as someone suggested

use some cheap safari mix seed bag, there are always some nice phenos even among dirt cheap seeds

use proceeds of the 1st harvest to improve and expand

The answer depends on where you live and who you will be renting from. I myself pay far too much for rent but my landlord knows I don't have a job and knows exactly how I pay my rent.
