If you are not sure better put your finger 2-3 cm into the top of the soil and feel if there is any moisture. If you can't feel it a bit humid.. time to water. I would not trust that analogue soil meter as it senses wetness by ec.. so mineralisation of the soil and water in the soil can change the value pretty much. Also, in using it for ylur plant you have 2 variants, either punch holes through the soil and roots each time you measure, which is bad for roots, or leave the apparatus in and then deposits form on the annode and it will work even less reliable over time.. if it will still work at all.
I would set that crap meter aside and just trust my eyes (looking at soil surface and plant leaves) hands (measuring pot weight if possible) or fingers (feeling the moisture as I said above). It's so easy and you will never have doubts once you get the hang of it.
