It seems you've done your homework. If you've got the water source year round to keep those chillers happy then your golden. I'm from the south so thats where my experiences have come from.

Your comment about "hot spots" above, doesn't matter. He will be using C3 film, it completely stops FLIR.

FLIR might not be as big a concern, my interpretation of his 'hot spots' comment was that moving the air around would prevent individual plats or parts of plants close to the lights (heat sources) from overheating and drying out/wilting.

just my interpretation though...could definitely be wrong
