Rives, do you think that this relay would be good for running a 30a panel with the 2 15a for the lights?

Yes, that would work. However, the one that I linked up above is rated for more amperage, is cheaper, and also has normally closed contacts so it's a little more versatile.

The only reason I was looking at this one is cause I have a homedepot gift card for enough to cover everything not the wiring. And as stated before I'm on a small budget to finish this room

And a friend of mine has all the wire I need and is going to let me have it for free so if I could make this work like this it'd be perfect

Understandable.

They are very similar relays other than a slight difference in rating and the absence of the N.C. contacts.

For the 30a portions of the circuit, make sure and use at least 10 gauge wire.

Yeah I'm getting a good bit of 6 gauge wire from a friend that I was going to use to put in the sub panel with and was planning on getting some 10 gauge for the 30a panel as well as the receptacles
