31 days, scraggly bud sets.....?

Never had this problem before. I'm 4 1/2 weeks into my 12/12 bloom cycle and almost all my bud sets look like week 2! My PH is good, I'm using the same nutes and mixtures as I've always used for success. My heat never drops below 65 when lights are off and never above 84 when on .
I got hit hard with bugs HARD in veg, I had to defoliate almost completely to bring them back. But they did come back healthy.Now I spray with an electric fogger with azamax to keep the bugs at bay.
Lights are 1000w HPS Vented raptor xxxls and I wiped the bulbs and both sides of the hood glass before this run.
Anyone ever have this happen, know whats causing it, or know what I could do to get them back on track? Ive got some 7-8 week strains and some 9-11 week strains mixed together, but I bont know if the extra 2 weeks would cause this much delay in initial bloom

Things to try:
-Check your timers. make sure no pins have popped up/make sure its set to 'run,' not, 'on'.
-Change your timers to 11on, 13 dark, in order to make them set faster possibly.
-Lower the Nitrogen in your nutrient mix. Can't tell if the leaves just have a slight droop from the size and weight of each leaf, or if that's a little clawing, from too much N.
your nutrient balance might just be off, and things are getting locked out.

Maybe the bugs just stressed the plants so hard, that they're delaying flowering.
 
Maybe too much Nitrogen delaying the onset of flower formation.

Also you say you defoliated, maybe that stopped them flowering as the plant was directing it's energy to growing new leaves.
 
Well apparently I was in using the wrong mix..... :-( I was using the 20/20/20 that I usually use for veg instead of a 10/30/20 that I usually go with for bloom. ( need to lable containers better ) Would it make that much of a difference?
