1200cfm fan create enough pressure to open a 12" backdraft damper?

I've never used backdraft dampers before, never even seen one in person.

I have a 15'w x 26'l room that I plan to have an 1200cfm exhaust on one end just to vent the room during lights off. On the other end I plan to have a 12" vent with a backdraft damper. Now in theory, if the room is truly sealed tight this 12" inline fan on the other end of the room should open up this damper right?

Any insight is much appreciated... thanks!

No evidence to back it, but probably? That feels like a low rated fan for that size space though.

Its very low rated but I'm not using it to exhaust heat or smell from my sealed room.

I have a 14" fan on a can150 scrubbing the room. The smaller fan is only used right at lights off to offset the humidity spike when lights turn off. I have the smaller fan hooked up to a humidity controller. It doesn't need to be big... just large enough to keep humidity below 55-75% depending on what week flower I'm in.
