Whats the proper way to measure ph/ppm in soil?

i never worrie about run off PH i use good soil fox farm ocean forrest its PH buffered with crushed oyster shells. i just be sure to have the water with or with out ferts PH 6.5 when it gose in my plants love it but if i where to check. i would messure the runoff collect some and check it.

Would this be a true reading as you would/could be measuring the added ph of what you just previously watered ?

What you water with has everything to do with the ph of the soil. This is how you adjust soil ph, by changing the ph of the ferts to bring soil ph to ideal range. (6.3 - midpoint between range of 5.8 and 6.8).

Soil will change ph on it's own, from microbial action, from plants taking nutes from it etc and the water you put in determines what the ph of the soil is.

Water your plants, measure runoff, this tells you how much to adjust next time. If your runoff comes out 5.8 and you put in 7.5 water, then you want to raise your nute ph next time to raise soil ph. You would need to feed 8 ph water to raise up the soil 5 points to 6.3. Next time you shouldn't have to raise ferts as much, as the soil will slowly come closer to ideal and eventually you should be able to feed near 6.3 nutes to get 6.3 soil.
 
PH is important but if you are using a well balanced mix and using well balanced nutes such as the PBP then not much ph testing is needed as long as you don't overdo it. Less is more.
