Yellow Eggs? Small insects? AHH!

Hello, ive recently noticed some bugs and yellow eggs inside my Soil for my mother plants, bugs are VERY small but the patches of eggs is a considerable amount -

I have attempted pictures of the eggs, but the insects are too small to see, to describe them would be something along the lines of a small black Tick, and i see quite afew of them.

My Questions are

1. Are they harming my plants/root system ?

2. How can i get rid of them for good?

3. What Are they ?

This is what happened to my mom when i noticed the same shit! I had it 10x worse than u, ill look for a pic of it. Its def a fungus and it smells reallly funky doesnt it? Like a musty basement or somethin right..?
All i did was do a neem drench, and then slowly flushed over a few wks and it was gone. I also put it under higher intensity lighting. Couldnt beleive it worked.

No smell yet, you just buy neem oil and drench it? Throw it in some water and water the plants with it ?

Im not sure if its affecting my plants, but i would assume if it gets larger it could
