white powdery stuff on stem with bug in it

Look over the entire plant, manually remove whatever pests you see. Wiping the leaves with a soft moist cloth helps. Is this indoors or out? I'd use a deterrent like azitrol (neem extract) or safer soap, something natural that will keep pests off in veg, try not to use too much in flower..

Moldy says it good, I second the neem. Those are white flies, and the stuff they leave behind tastes funny if there's lots in the bud. Usually, they just collect around the base of the forming bud during flowering. In both veg and flowering, the place to fight them is on the undersides of the leaves, if you can. If they make it into dried bud, they still show white and can be just wiped out with your hand before you break the bud up. They're not nearly as debilitating to a plant as spider mites, but white flies easily get out of hand and taste crappy in the bud. Good way to supplement the neem is with yellow sticky traps.
 
thank you fellow gardeners......They are slowly startign to overtake my outdoor plants.....re-enforcements will be out in full force tomorrow afternoon.

well...without pics....neem oil for the bugs...and sulfer spray like serenade for the downey powdery mildew.
