Which should I choose: this LED array? or 400W HPS?

What light should I use for a small bloom?

(1) I have a fine 400W HPS.

Or

(2) A friend gave me this LED array (some of the diodes of which don't function). One of the units says "LED Illumination Station" "Professional Series 120w." But Google doesn't know much about it.



As you can see, not all of the array is lighting.
