When you change the light to 12/12 and the hormones in the plant begin to change; you are in flower. You will see sex 7-15 days in 12/12.

Outdoors it should start some 2-3 weeks after , what is it, the summer solstice?? So by now you should be in bloom. Unless it is one of the long flowering sativas.

but theirs not even signs of sex yet ,

unless that one hair at the bottom node is a sign !

I really dont know much about outdoors I am also about 800 miles north of you if N.C. stands for North Carolina. How many hours of light do you have right now. I am pretty sure 14 hours or less is when bloom starts. Edit:Nevermind I just looked up a chart you are getting about 13 hour of daylight. that is bloom for sure. maybe plants are stunted from transfer. give it a week and you should see many hairs comming in.
