When do I feed bloom outdoor?

Do I start to feed bloom at the first sign of flowering? I'm in northern ca. I was told to start the bloom September 1st, but my outdoor purple trainwreck is starting to flower now. Can someone please help a newbee out.

If she's flowering go for it... Mine are probably a good 2 weeks into flowering already, my clones are just now spitting out hairs
 
I'm also kind of curious about this. My plants are spitting female primordial flowers (double hairs at nodes), but haven't initiated white hairs on top yet.

Should I continue my typical veg nutrients until I notice flowering appear, or will dropping the nitrogen out of my cycle help initiate flowering?
