Things used to be alot different....everywhere. Truth be told I have NO CLUE where exactly we can or cannot do that nowdays....but you can always scout anywhere to meet people holding seeds of cannabis cultivars.
You may find Private Vendors willing to provide Good Genetics with simple checkout though.
