What is wrong with this plant?

My friend is growing a few plants outdoors casually. Meaning they are not tended much except for watering.
This one plant though is wierd. It was originaly a bonzai mom indoors. It wont set side branches, instead it just pops 1 or 2 pistels and heads further up. It seams it's in half flowering mode or something, as it is quite sticky on the leafs.

Looks like is in revegetation mode, does look healthy, but a little disturbed, without proper leaves. It looks like was in reveg mode, then took down the light period, so she's starting flowering without a full recovery from earlier flowering and proper length revegetation time (should be 4-5 weeks).

Is there any hopes for this plant to recover and produce proper flowers, or should he just toss it?

Looks like the more stronger sunlight triggered the reveg, but the length of exposure to light is too short (maybe only getting direct sun for very short time? Balcony facing west or north?).
Also could produce some good buds, smaller ones.

Yeah it looks like it’s whacked out from the lighting change. What light cycle was it in indoors and when was it put outside?

You might consider removing some of the lower and scraggly under growth, those are drawing energy from the plant and won’t amount to much anyways. This will concentrate more energy to grow sites up top.

Any idea what the plant is and what kind of flowering cycle it has (length)?

It's definitely in a weird reveg state. I had a headband plant look just like that when I was keeping it alive during and after a move with odd light cycles and varying light intensities. I would remove all that lower larfy BS as it definitely won't amount to anything and it just looks weird. I was also thinking in terms of is there an outside porch light or light from inside through a window that is shining on it at night at different times or even all night? That would further compound the issues going on. In any case, the plant is healthy looking and just trying to settle in to its new environment. I would just do a little maintenance on it, let it figure itself out, and run it til harvest.

What you say makes sence. I dont know what the day length was when he put it outside, but it was under 24 hour light indoors as a mom. And had clones taken not that long before going outdoors.
