What is this bug

Found this bug on one of the girls today. Checked online with no results. Able to rule out thrip or earwig. Has a long single tail and 4 legs. Any help much appreciated. Started using neem oil yesterday. Also wanted to know, do we need to add dish soap to the mix of neem oil and water? And if we do need to add it do we then need to rinse it off later? And 1 more question, should we pour some of the neem on the soil as well? 1st time growers, seedlings planted inground June 1st.

It looks like a type of Ichneumon Wasp (google it)

In which case,, PLEASE,, stop spraying neem-oil on everything,, and NO do NOT poor that stuff on your soil !!!
