What is technically week 1 for veg in a growlog seed/clone?

I have a probably stupid question: when you start a growlog and you say "(x) weeks of veg" what does that mean?
with seeds is it from the time of germination or from the time of breaking soil/plug?
with clones is it from the time of cutting or from the time of rooting? I've got a grow log running and i can't decide whether to say week 1 of veg or week 2 of veg lol. Just curious what others do.

5/6 WEEKS veg from seed i do

Start of VEG, some people only count real veg from start of real leafs. and clones once you got the clone that's 1st day of real veg.

... until I have 4 serrated leaves, they are seedlings. Week 1 starts when I have 4 serrated leaves then, 6-8 weeks veg state where, week 8 of veg is the transition week. Flowering starts after the transition week.

For clones I count veg time starting when roots come out of starter cubes then 2 weeks and flower
