What is Suffern Water?

Hi all!
I could really need some insite on Suffern Water.
What is Suffern Water? I have some issues with my current grow with curling leafs. I tried Lowering the PH, fixing the temp. Increasing fresh air but still they are curled.

I find this video whit this guy talking on and on about suffer water. For me that word don't ding a bell. i can't translate it, nothing on google more then busted pips or what ever.
So i was thinking if its something wrong with my tap water here. If so i will have to buy bottled water instead
