Ventilation for an entire house?

This isn't directly related to growing or a growroom but I figure this might be the place for this thread.

I want to install a 12", 1700CFM Max fan in my attic to provide ventilation for a couple of different rooms in my house.

one of the rooms is a "workshop" and the other room is the living room. The reason I want the fan to vent those rooms is for heat, and smoke when I'm having a session (which is like every 10 minutes)

What I'd like some advice on is balancing the airflow. The only thing I really need to worry about is the hot water heater and pulling air back through it's exhaust vent. I don't need a house full of CO.

I was thinking of just removing one of the basement windows and putting in some kind of vent, but what kind of vent could I swap out a window for?

It would need to allow 1700CFM of airflow to move freely through it, but it also needs to be a lot more secure than just a boarded up window with a grate on it. I'd also need it to be closed when the fan isn't running, so some kind of automatic opening/closing vent would be perfect if such a thing exists.

Ventilation experts, any input?

well as far as something that will close when the fasn turns off you can use something like this,i use these on all mt fresh air intakes. https://www.plantlightinghydroponics.com/active-air-backdraft-dampers.html

but you also need makeup air in your machanical room where the water heater and furnace are located that does not have this type of restiction on it.
but i would put this vent in the window first, its got a screen in it.then install the one way damper inside the house next to it.http://www.hydrogalaxy.com/climate-control/ideal-air-screened-wall-vent-12in/
the makeup air for the water heater would be a totally separate venting run with no damper installed, just a screened hood to keep out critters.gl
