Veg Digital ballast 1000watts help

I'm veg dream queen and bubba kush under a 1000watts MH bulb and its 3 feet from the clone top to the bulb and I have it on 50% dim does it supposed to stretch the bubba kush clone here the first pic of my bubba kush from PCG nursery and dream queen from DHN

Neither of those clones look overly-stretchy to me.What is the temperature at the top of the plants?I swear a lazer thermometer was one of the better investments for me,helped me sleep better at night.With those there is no question of the temps at the tops of the plant,or the ambient temps shooting at a wall at the same height close to the plants.Depending on temps,they look well established enough to lower your fixture some if you're concerned with stretching.Honestly though they don't seem to stretched to me at this point.
