Yes.

First, the CAP crap has no fuse protection, undersize wiring, and is built with the cheapest imaginable components.

Second, in order to function as something more than an on-off switch, the circuit breaker needs to be rated at less than or equal to the lightest-rated component in the circuit. Otherwise, the component can burn up to save you the nuisance of having the circuit breaker trip. You say that your controller is fed with a 30a,240v breaker and you are curious about using it to feed a pigtail that is rated for 13a and 120v. Are you seeing any problems yet?

Lots of problems haha thanks as always rives! I haven't had any problem with the cap controller yet but do you have any recommendations on a controller? Or better to just attempt to build myself?

In another thread, a fellow is trying to get in contact with the manufacturer of the Helios controller to see if it has the correct fusing. If so, and from the components used, it looks like it could be a nice, economical choice.

At this point, the only real choice that I'm aware of is to build your own. It is possible that you could upgrade your CAP to make it code compliant.
